HOUSE CONCURRENT RESOLUTION NO. 44
(By Delegates Ashley, Louisos, Perry, Walker, Staggers and Boggs)
Requesting the Division of Highways name the section of highway
from the Clay County, West Virginia, line at Wallback, West
Virginia on Route 36 South, to the junction of Route 4, the
"Green Beret SFC Jamie Scott Nicholas Memorial Highway."
Whereas, Green Beret Sergeant 1
st Class Jamie Scott Nicholas was
born on February 12, 1976, in Germany to Mr. and Mrs. Burke and
Karen Nicholas of Wallback, Clay County, West Virginia, and died on
September 29, 2008 in action while conducting a combat
reconnaissance patrol in the vicinity of Yakchal, Helmand Province,
Afghanistan as part of Operation Enduring Freedom serving with
Company B, 1
st Battalion, 7
th Special Forces Group (Airborne); and
Whereas, Green Beret SFC Jamie Scott Nicholas is survived by
his parents, wife Michelle, two stepchildren, Brenton Troup and
Sharise Troup, brothers, Cody, Jesse and Adam, sisters Amanda
Nicholas Kendall, and Cathy Ann Nicholas and grandparents Herbert
and Alice West; and
Whereas, Green Beret SFC Jamie Scott Nicholas enlisted with the
United States Army in August, 1994, as an infantryman. He went through basic and advanced training at Fort Benning, Georgia and
was assigned to Co. A, 2
nd Bn., 327
th Infantry Regiment (Air Assault)
at Fort Campbell, Kentucky. He subsequently began the Special
Forces Qualification Course, earned the "Green Beret" in 2006 and
became a Special Forces Operational Detachment Alpha weapons
sergeant. He was awarded, among other medals and awards, the
Bronze Star, three Army Commendation Medals, three Army Achievement
Medals, Iraq Campaign Infantryman Badge and Afghanistan Campaign
Medal; and
Whereas, Having honorably served and sacrificed for his
country, his state and fellow man we are compelled to ensure that
future generations are aware of Green Beret Sergeant First Class
Jamie Scott Nicholas's commitment to the cause of freedom;
therefore, be it
Resolved by the Legislature of West Virginia:
That the Division of Highways is hereby requested to name the
section of highway from the Clay County, West Virginia, line at
Wallback, West Virginia on Route 36 South, to the junction of Route
4, Clay County, West Virginia, the "Green Beret SFC Jamie Scott
Nicholas Memorial Highway"; and, be it
Further Resolved, That the Division of Highways is requested
to have made and be placed signs on opposite sides of the highway
identifying the designated section as the "Green Beret SFC Jamie
Scott Nicholas Memorial Highway"; and, be it
Further Resolved, That the Clerk of the House of Delegates
forward a certified copy of this resolution to Green Beret Sergeant

st Class Jamie Scott Nicholas's family and to the Secretary of the
Department of Transportation.
